O365 management error "Please select at least one license"

I'm not sure how to use the O365 Management feature. 

I have an O365 account setup in ADManager, and it accepts/tests fine. 

I also have the Azure AD Windows Powershell module installed on the server. 

When I go into AD Mgmt > Office 365 Management > Assign / Remove Licenses, I see the 3,700  users in O365 and their licenses. However, I don't appear to have any options or features to do anything with them. 

If I select someone from the list and try remove license or something, I just get an error that says "Please select at least once license". 

But I'm not seeing anywhere to select a license on my screen, as shown:
