When you access ADManager plus from a web browser, DNS and connectivity play a major role. Please ensure you are able to establish connectivity from Windows 10 to the machine where ADManager Plus is installed.
You may perform the following tests to check connectivity,
1. Ping the machine where ADManager is installed
2. Perform a telnet on port 8080 and 8443
